Arandis Town Council Hosts Training on Flexible Land Tenure System
The Ministry of Agriculture, Water & Land Reform conducted a crucial training session on the Flexible Land Tenure System (FLTS) at the Arandis Town Hall on Saturday, 14 September 2024. This initiative is aimed at providing affordable and secure land ownership opportunities for low-income and ultra-low-income earners within the community.
The Flexible Land Tenure System (FLTS) was developed to create new forms of land title that are both simpler and more cost-effective to administer compared to traditional systems. Specifically, the FLTS seeks to:

- Provide security of land ownership for individuals living in informal settlements or those provided with low-income housing.
- Economically empower beneficiaries by granting them legally recognized land ownership rights, which can enhance their financial security and social standing.
The Flexible Land Tenure Act underpins the system and serves the following objectives:
- To create alternative land title forms that are more straightforward and less expensive to manage.
- To offer security of title to individuals in informal or low-income housing, improving their ability to participate in the formal economy.
- To provide a platform for economic empowerment through legally recognized land rights, helping individuals improve their socio-economic conditions.
Invitation to Apply for the Flexible Land Tenure System
The Arandis Town Council is currently considering the implementation of the Flexible Land Tenure System for its residents. As part of this initiative, the Council invites interested individuals to apply for inclusion in the program.
To apply, please submit the following certified documents, along with a completed application form, which is available at the Arandis Town Council reception:
- Certified copy of your ID (both spouses’ IDs if married)
- Certified copy of Marriage Certificate (if applicable)
- Proof of income (bank statement if self-employed or a payslip if employed)
- Confirmation of employment letter (if employed)
- Voter’s card
All applications and supporting documents should be placed in the designated application box at the reception of the Arandis Town Council.
